According to the author’s combing of public information, including Liu Qiang, seven provincial and ministerial-level senior officials have been dismissed in Liaoning since the 18th National Congress, namely, Wang Min, former secretary of the Liaoning Provincial Party Committee, Su Hongzhang, former deputy directors of the Standing Committee of the Provincial People’s Congress, Wang Yang, Zheng Yuchun and Li Wenke, and Chen Tiexin, former vice chairman of the Provincial Political Consultative Conference. According to the official report, except Chen Tiexin, the other six tigers were all directly related to the bribery case in Liaoning, which shocked the central government.

It is worth mentioning that in addition to the above six tigers, a provincial and ministerial official in Liaoning was punished for canvassing and bribery. On December 25th, 2016, the NPC Standing Committee issued an announcement: Li Feng, former deputy director of the Standing Committee of Liaoning Provincial People’s Congress, was derelict in his duty because of serious canvassing and bribery in the election of the first session of the 12th People’s Congress of Liaoning Province, and the Standing Committee of Liaoning Provincial People’s Congress decided to recall his post as a representative of the 12th National People’s Congress.

Liu Qiang, born in Faku County, Liaoning Province in February 1964, joined the work in July 1990 and joined the Communist Party of China (CPC) in April 1986 with a doctorate in management.

Since he joined the work at the age of 26, he has worked in the enterprise system for a long time, and served as the general manager and party secretary of Fushun Petrochemical Company of China Petroleum. Until March 2002, he was promoted to the Standing Committee of Fushun Municipal Committee of CPC. In the past three years alone, in March 2005, Liu Qiang was promoted to deputy secretary and mayor of Fushun Municipal Committee of the Communist Party of China.

From February 2008 to January 2013, Liu Qiang served as the secretary of Fushun Municipal Party Committee. This happened here. In 2011, the Party Congress was held in Liaoning, and the meeting will elect the Standing Committee of the 11th CPC Liaoning Committee. It is said that before the meeting, many Liaoning Provincial Party Committee members received a meaningful message-Su Shang Liu Xia.

When the election results were announced, Liu Qiang, then secretary of Fushun Municipal Party Committee, was defeated, while Su Hongzhang, then deputy secretary of Shenyang Municipal Committee, was unexpectedly elected as the Standing Committee of the Provincial Party Committee.

Since then, the bribery case in Liaoning has been exposed, and Su Hongzhang was sentenced to 14 years in prison for "violating organizational principles, engaging in unorganized activities such as canvassing and bribery in democratic recommendation and elections, and confronting organizational censorship".

Su Rong and Guo Boxiong both made this mistake.

The term "selling officials and titles for a long time" is really rare in CPC Central Commission for Discipline Inspection’s bulletin. According to the analysis of the contents of the circular, this "long-term" should mean that Liu Qiang began to corrupt when he was the leader of the enterprise, because the circular also emphasized that Liu Qiang "seriously damaged the political ecology of his enterprise and place". In this "long-term", how many people have "traded" from Liu Qiang to official positions requires the discipline inspection and supervision organs to continue to dig deep. However, it is worth noting that Su Rong, Guo Boxiong, Xu Caihou and others who are familiar with it also have the behavior of "selling officials and titles".

On February 16th, 2015, CPC Central Commission for Discipline Inspection issued a circular saying that Su Rong, as a senior leading cadre of the Party, ignored the political rules of the Party, seriously violated organizational discipline, and wantonly sold officials and titles, which led to a bad cadre team and corrupted the social atmosphere. It is reported that "selling officials and honoring themselves" appeared for the first time in CPC Central Commission for Discipline Inspection’s report on officials who have fallen off the horse. In the past, similar reports on violations of law and discipline were often expressed as "helping others to be promoted". 

On August 7, 2015, CPC Central Commission for Discipline Inspection issued a notice entitled "Feng Lixiang, the former secretary of Shanxi Datong Municipal Committee, and other five people were" double-opened ".Among the five officials notified, three were involved in" selling officials and titles ".

On April 5, 2016, China Military Network published an article named Jun Zhengping, "Purging the Great Wall". According to the article, Xu Caihou, Guo Boxiong, was a crony, sold officials and titles, and used his power as a tool to collect money and buy people’s hearts. He accepted bribes directly or through his family, and the amount was extremely huge.

On May 10, 2017, CPC Central Commission for Discipline Inspection issued a circular saying that Li Wenke, former deputy director of the Standing Committee of Liaoning Provincial People’s Congress, promoted himself to engage in non-organizational activities such as canvassing and bribery, and sold officials and titles in order to gain huge benefits.

Although "selling officials and titles" is not common in CPC Central Commission for Discipline Inspection’s bulletin and official reports, this kind of behavior is not acceptable in any era. The supreme leader pointed out that party organizations at all levels should consciously take responsibility and act in strict accordance with the party’s political discipline and rules. At no time and under no circumstances can they undermine or trade with the party’s political discipline and rules.
