Li Anmin, general manager of the Information Security Department of China Telecom Group, said at the National Cyber Security Publicity Week that China Telecom is launching a "blacklist" and "whitelist" plan for fraudulent calls. The so-called "blacklist" refers to the "blacklist" phone numbers that have been identified by government departments and users themselves, and telecommunications can include them in the "blacklist" for network interception; The "white list" is a number that has been certified for enterprises and institutions based on real-name registration system. When an incoming call is made, the information of relevant enterprises and institutions will be clearly displayed, and missed calls will be reminded by SMS.
Li Anmin said that in order to crack down on communication fraud, several national ministries and commissions have formed a joint special action group, and operators have also joined in. The mechanism of shutting down illegal telephone numbers established by the Ministry of Industry and Information Technology depends on operators. Since the beginning of this year, China Telecom has cooperated with relevant departments to shut down more than 20,000 numbers.
In terms of network interception, Li Anmin introduced that China Telecom arranged staff to assist and be on duty in the anti-fraud center for 7×24 hours. In June this year, China Telecom helped the public security department intercept 1.1 million spam messages in one province of Guangxi, which shows that spam messages are still rampant.
He said that telephone real-name registration system is also very important, and real-name registration system’s great role is to prevent communication fraud. China Telecom has promised that before November, 2016, users who fail to achieve real-name registration system will be stopped twice (neither making calls nor answering calls).
Li Anmin believes that to crack down on telecom fraud, we must first solve the problems at the legislative level and establish a punishment mechanism. He called for speeding up legislation and related supervision and management in this regard, and finally realizing "joint defense" in many aspects including the masses, technology, management, supervision, policy and legislation.
